Delivery Confirmation Refund?

Has anyone ever requested a refund for DC that was never scanned at the original Post office? I have 2 items I mailed Tuesday and neither one showed up until this afternoon. One item shows nothing and the other was delivered to California already and does not show it was ever scanned anywhere else. Will the PO refund the charge?

They will refund the DC charge if the items never show up. There is a form to fill out. I don't pay for DC, so there is nothing to refund for me.
