DDP plan question from a DVC newbie

These disboards have been so helpful in many ways. Now that I'm a new DVC owner I imagine you will be seeing more of me on the DVC threads.

Is the DDP offered for DVC's such as Disney's Vero Beach and Disney's HHI resorts?

You mean while staying at HHI or VB? No, only at WDW. However, if you own at VB or HHI, you can add the DDP to your reservation when staying at a WDW DVC resort.

The DDP is a function of where you're staying, not of where you are deeded.
