The Fort Wilderness Gazette (newsletter they give you at check-in) has this statement in its "Most Commonly Asked Questions in the Wilderness" section:
Where can I use Quick Service Meals and Snacks from my Disney Dining Plan? The Meadows Snack Bar (open seasonally) and Roaring Forks at Disney's Wilderness Lodge are the nearest locations. For more information refer to your Dining Guide.
FYI- the Meadow(s) Snack Bar is generally closed in the Fall and Winter.
I have never used the DDP, so perhaps some folks with actual experience with it can elaborate further. But, it seems to be a common complaint that there are very limited places to use the DDP at the Fort.
As busy as the Ft is, you would think Disney would keep the Meadows Snack Bar open year round. Maybe more would use the DDP if you could actually use it at Ft Wilderness!

The building that houses the Meadows Snack Bar looks like it might be enlarged during the currently ongoing pool renovation. It is possible that the menu offerings will be expanded, and perhaps the snack bar will start to be open more often than it has been in the past. With the upgrade of the pool, there should be increased traffic at the pool, and Disney will want to extract some extra $$$ from the pool users (after all, that is the Disney way), so that could lead to expanded opportunities for DDP users. Maybe.

Yeah that sums it up pretty nicely. We've done DDP at FW before in Nov/Dec (last time 2007)and Meadows was never open. We found ourselves hopping over to WL for CS.
We were able to use our snack credits in the trading posts for pretty much any food item under $4. But make sure you mention it to the CM at the register - not all of them knew that.
We asked at TE takeout about using DDP and we were told "no" but the CM rang it up with the DDE (now TiW) 20% discount. That's not official policy though - we got lucky.
