Costco and cell phones

Do you get free activation if you purchase your phone at costco but it's an upgrade for your existing account?

I believe so. I have always gotten my phones through Costco and always gotten free activation. Usually it's with the same plan but I know my parents have upgraded through them and gotten free upgrade as well.
