The Old Dumbo was removed from its old location, refurbished and installed next to the new Dumbo. Hence the references to the twin spinners. And yes, they're both up and running now.
The original Dumbo behind the castle was temporarily closed in transition to open the new Dumbo in Storybook Circus because there couldn't be two Dumbos at once. Construction walls remain around the original location of Dumbo, but the first side of the new Dumbo opened at the beginning of March, and the other side is currently in "soft" opening. There is a new playground queue, and they have now incorporated FP.
The attraction has been rethemed to fit Storybook Circus - the pastel colors have been replaced with reds, royal blues, and bright yellows. The attraction is now twice as large with two "Dumbos," but they are both located in Storybook Circus (where Toontown was).

There's no real reason that there couldn't be two Dumbos at once.
(After all, they had 16 Dumbos on the spinner at the old location, alone.)
But, it would certainly have been possible to open the new ride
with just one of the spinners operational (which they did do)
on the same day that they closed
the original version of the ride (which they did not do.)
It was likely just poor planning (or construction delays)
that caused them to close the original Dumbo
weeks before the first spinner of the new location was opened.
That left the park without the ride being available at all for those weeks.

The #4 is the "Castle Wall" area and it's where the original Dumbo ride used to be located (you can see its outline if you look closely.)
I'm thinking there is some secret meeting called with robes and secret handshakes and the like. One of those if you told you about it I would have to kill you kind of things.
