Charged for 2 y.o because of Holiday?

A co-worker of mine just booked a trip for next April through a travel agent for the week before Easter. She and her DH have a one year old who will be two when they go. Apparently Disney is charging them for tickets for their baby "because it's near the Easter holiday". ???? what on earth??? And you run the trip on Disney.com and it IS higher that week and there is a significant difference if you price it out before that or after. Anyone know what this is about? :confused:
 
The room is usually higher around holidays but they sure shouldn't be charging for the 2 yr old. Just a higher rate room. kwim?
 
I would definately have her check that again. food prices, character dinners and resorts are higher but there is still no charge until the baby is three, doesn't matter what the holiday. Christmas, Easter, Halloween whatever!
 

That isn't right. I am sure it's the travel agents mistake because Disney charges for a lot of things but they don't charge for kids under 3.
