Character Dining: 1 or 2 TS dining credits???

I also posted this question in the 2017 Dining Plan forum, but also hoping someone here could help.
My family is considering adding the dining plan to our June reservations. I am trying to determine if this would be cost effective for my family. I have read conflicting information. My question is this: are character ts dining such as Garden Grill, 1900 Parke Fair and Crystal Palace counted as 1 ts credit or 2 ts credits? Thank you for your help!
 
The information on Disney's own site is the information to look at. GG, 1900PF and Crystal Palace are all 1TS credit.
 
The confusion on this, I believe, comes from the fact that the Disneyland dining packages (which are much different that WDW's) require 2 credits/vouchers for a character meal. This isn't true at WDW - almost all character meals cost a single TS credit, with the exception of Cinderella's Royal Table, which is classified as a "signature" restaurant. (Depending on your definition of "character meal", possibly Mickey's Backyard BBQ as well, but I'd classify that as a dinner show.)
