Things have already changed. Once the vaccination availability and strategy becomes more robust, the changes will happen even more quickly. People refusing to get vaccinated are also holding up the process.
Right now, people refusing to get vaccinated have no impact because there are more than enough willing people to fill every slot. But the messaging around what vaccination means has been really discouraging to a lot of people who see themselves as low risk for the virus and are primarily motivated by a desire to go back to the enjoyable activities of 2019 and before. There does seem to be a loud subset of voices that are very invested in spreading the message, at this point at least, that there is no going back.
The pending OSHA guidelines @mom2rtk linked the story about are a prime example. We're a year into this thing, 20% of the population has gotten at least one dose of the vaccine, and now OSHA is going to impose a rule that will require layoffs or restructuring jobs at the plants where my husband and son work because the production line cannot realistically be modified for 6' spacing? And employers are supposed to find a way to modify production facilities, improve ventilation, etc. - changes that require, in many cases, major building and equipment renovations - under threat of fines, even for a vaccinated workforce, to comply with an order that's only expected to be in place for six months?
