I have a question....I am planning to do a few cards as cutout shapes - for example, a diaper that has folds to close it. I'm not sure how to meet the two layer criteria exactly. I plan to use two sided design paper so you get the full effect of the folding and then I think cut an 'inside' layer out of plain cardstock of some kind for writing. Will that work?

Sorry for the delay - was babysitting the great-niece and nephew yesterday. They kicked my butt...Not a hard and fast rule, as long as you use strong cardstock, the one layer should be fine.
Got card blanks today and have been pinning ideas like CRAZY, but nothing started yet. Cleaning off the desk this weekend, and planning to start putting "on paper" next week.
