Candle light processional

Just was wondering if anyone knows when Disney starts letting you book the dinner packages for the candle light processional??
Also, is one time better to view the show than an another?

I started calling every day to see if they started booking the dinner packages....The last time we went we did the show at 8:15 just thought it would be nicer in the dark with the candles. It was wonderful...
