In January I ran in the Half Marathon. Part of race takes you from the TTC through the bus parking lot and out on to the road toward the Contemporary. As I recall I was running on a sidewalk most of the way. So it seems possible that you can walk from the TTC to CR if you go out the back entrance of the bus lot.

Yes, it is all private property, owned by Disney. Disney built and maintains most of those roads themselves.

Are you saying that Disney (the corporation) built and maintains the roads, or that Reedy Creek Improvement District built and maintained the roads? While RCID is a virtual puppet of the Disney Corporation, they are still a public entity and their roads would have no more restrictions than any other public roads.

Anyone know?

You are probably right, it probably is Reedy Creek. However, I still maintain that just like interstates (you've all seen the signs, no pedestrian, or non-motorized vehicles allowed), Reedy Creek has the same restrictions in areas where there are no pedestrian walkways.
