Can people in same cabin board at different times?

My extended family will be cruising together in 3 staterooms. Most of the group will be arriving early and would like to shoot for a fairly early PAT. However, one person likely will not be arriving at the port until later. If we get an early port arrival time, will the other person in the late arriver’s stateroom have to wait to board with him, or can everyone else board early and he can board whenever he arrives?
 
The official policy is that all guests in the same stateroom must arrive and board together. It's also important that people arrive at their designated PAT, so those people in the late arriver's stateroom will want to choose a later time.
 
We are doing a B2B and my adult daughter is joining us for the second cruise. Evidently we will be boarding before everyone else. If she is in the terminal with us prior to our boarding will she be able to board with us or will she have to wait till her boarding number is called?
