Can a child have a solo FP to Adventurers Outpost?

I don't think my 4.5 year old daughter will be 44" by our trip in May. We have a party of 8, and everyone else wants to FP Flight of Passage, which my daughter will be ineligible to ride. Can she have a solo FP to Adventurers Outpost and a grown up can wait in line with her? I assume she could not do Na'vi River Journey FP unless a grownup sacrificed their FoP FP.
 
Rider Swap. Have the adult who holds the Navi River FP register as the "swap" rider when the rest of the group registers.

So six adults have FP for FOP and 1 adult and child have Navi FP. Take the entire group to the FOP FP attendant before swiping in. Tell the CM you want to rider swap. The adult staying with the child(one with the Navi FP) will register as the rider swap adult and will be granted a "FP" without actually having one.

There should be plenty of time to ride Navi while group of six rides FOP via FP.

Adventurer Outpost is tier 2 so not really any issues there. You can grab it as your 4th FP. Or book it as one of your earlier tier-2 FPs. But yes the adult going in will need a FP as well.

This is one giant hole in the FP system, one that I don't think it is very far for little kids who cant do ride because it does not allow for an evening out of FP+ No an adult must accompany your daughter to see the characters and have a corresponding FP to do so. Same thing for Navi. If someone is willing to possibly not ride and take the gamble you could use child swap to get that other person on the ride. Then that person could go to characters with her and do both.

Someone has to go with her through the fp queue, so the adult also needs a fp for the meet and greet

Yes, this was my impression of how FP+ rider swap worked now. That all people have to have a FP+ to be eligible to swap in. So the previous way, we could get 6 FP+ to FoP and 2 to Na'vi and the person accompanying my daughter on Na'vi could then swap in to FoP. I think that is no longer possible. Which is really frustrating.

That is not true--we have done this many times after the rollout of the new electronic system: Dad and twins get FPs for FOP, Mom and little guy get FPs for Navi, and then Mom gets a rider swap to ride after (and twins get the bonus rider swap to ride agian with mom). Has never been a problem that all adults did not have FP. There were a couple of anecdotal reports on that when the system was first rolled out, but the consistent experience since then has been that FP is not required for the "sitting out" adult to get a rider swap. It sounds like those early reports were due to training issues with CMs who may not have understood how it works at first, but Disney has corrected that.

I will say that the one report I have heard that does seem to be true on the more popular attractions like FOP is that they won't give you a rider swap if the child is tall enough but doesn't want to ride--only if the child is too small to ride. This seems to be their compromise to avoid people gaming the system by getting one or two FPs rather than getting them for the whole group. Unclear if maybe the reports of "everyone needs a Fastpass" might have stemmed from a situation like that.
