Can a 11 year old order of kids menu because no dining plan?

I have an 11-year-old who barely eats just wondering since there’s no dining plan if he is allowed to off eat off of the kids menu for an adr?

Typically yes, as long as it’s not a fixed price meal.

most likely if ordering off menu and not all you can eat or family style

Anyone can order off the kids menu at the vast majority of restaurants. I've only seen reports of restrictions at the restaurants in Mexico and Italy at Epcot.
