Yes to the mugs ( Bakery ) and yes to counter service Picabu at the Swan ( short walk ).

The bakery also has a few counter service items. There are kiosks on the BW that sell funnel cakes, hot dogs, etc. but they don't open until afternoon. Here is a link to various dining options on or near the BW. Click on the name of the restaurant to see a menu.

But those other CS locations (including Spoodles Pizza window) are not on the DDP
As as side note, I noticed that a $2 soda at the (non-Disney owned) stands includes tax, a slight dsicount from the Disney standard $2.21 price..

There is no fast food location at the Boardwalk. There is one at the Swan or you can go over to Hurricane Hannah's at the Yacht/Beach Club. You can get pizza (slices and whole pies) at the Spoodles take-out window at the Boardwalk.

As for the mugs, we find it much easier to keep soda in the refrigerator in our villa. It's much more convenient and much less expensive. If you do go with the BW mug you'll have to take it to the Bakery to refill it.

And when you take your mug to the BWV bakery, you just show the mug, then they hand you a cup of the requested soda (machine is not on the guest side of the line)

When you think about it, especially if you are driving, $12/mug usually buys you 2 cases of soda to stock your own convenient, out of the weather, 24 hour fridge.

might I suggest while you are at the BW bakery to pick up a chocolate ganache Mickey cake. they have an individual size too for around $4. Yummm

You can also refill your mug at the Belle Vue lounge, Leaping Horse Libations (pool bar) and Seashore Sweets. The Bell Vue lounge also has some breakfast items and coffee, etc in the morning.
