The brothers name is Kenai...

They don't actually say it is Canada.

Rutt and Tuke are essentially characters that Dave Thomas and Rick Moranis have done since the 1980's in Canada on SCTV, names Bob and Doug Mckenzie

since the story is about an Inuit legend of a man turning into a bear, I would say that the story was "set" long before the countries came into being.

Moose were all over what is now Alaska, Canada, and far south into what is now the United States. (as were bears!)

The complete set of the Deluxe DVD Set is set on my TV set so that I'm all set to set up a time to set out plates on a set of TV trays set to serve up meals set in the microwave oven with a set timer and power level set to the best setting for warming the meals and viewing the movie set which you said is set in Canada.
