Booking a *GT with Onboard booking benefits

No, OnBoard Booking perks cannot be applied to *GT rates.

If you book a *GT through a TA, I guess it's up to the TA whether they still give perks those types of bookings.

I can't answer your question about a TA's OBC. I can tell you that Costco will give you the cash card for the amount of the cruise, whether it's a *GT booking or not.
