I agree that ears are fine before 18 but anything else should wait. It is a very difficult place to heal (taking 6 months or longer) and could have complications. Not something I would risk on "all my friends are doing it".
I do think navel piercings are way more "sexual" in nature too...the jewelry now is all dangily. I had a heck of a time trying to find something tasteful. I had mine pierced at 25, took it out when pregnant and I have scars and stretchmarks there now. I actually just had it redone so I could try to hide the scar with jewelry.
Trust me..its a pretty permanent thing. Stick to your guns and have her wait until 18.
BUT I'll add, if you have any indication she's going to go behind your back.. reconsider....you want to make sure the place is clean and reputable.
