Ah, yes, I do think they only comply with State law.
It's not a big deal to put the comforter away from the bed in it's nice place in the closet or above the clothing rack. It's all about personal choice, some ppl are happy to leave it where it is..it is their personal decision.
The cost to do this after each guest would make most rooms very expensive.
Which is why many hotels are going to duvet covers as they can be laundried with sheets. Heavy bedspreads need special cleaning, even dry cleaning to protect the fabric.

My way of dealing with bedding in a hotel is to take the top half of the bedding and fold it over the bottom half. This leaves the top half of the bottom sheet and top sheet expose. I know the sheets are washed so have found that is a way to feel relaxed about bedding. Even if I remove the bedspreed I am not sure if all hotels even wash the blankets after each guest's visit. I am not talking about specifically Disney Hotels but just hotels in general. I did allow a motel stay wreck my vacation years ago because I was so uptight about the cleanliness of the room (it was an old motel). My suggestion is to do what makes you comfortable so you can enjoy your trip.
Uh, no they don't. We are here now actually, and the first day we had to call the front desk to change the comforter because of a nasty stain. We are at Old Key West, not sure if a DVC room makes a difference... but we were grossed out! I was going to post about it when we got back.
So yea, they don't wash the comforters. They came quick when we called, but man....
This is what I do and you are right, sometimes mousekeeping still gets it out and puts it back on every day.
and to the person who asked if they wash the bedspreads between guests the answer is definitely no. When we checked into POFQ this past Feb 4th, there were cheeto crumbs all over one of the bedspreads. Housekeeping hadn't even dusted it off. It really showed up against those purple and gold bedspreads, so no way could she have missed it.
The OP came with a legitimate question and all you offer is ? Why bother? Some ppl feel perfectly fine not washing their hands when they leave a public bathroom. I guess they feel their immune system will take care of it.
