At what time does reservation line open?

Just got back from a trip to WDW, but now I'm getting ready to plan for my December trip. What time does the dining reservation line open? What time do online reservations begin? (I have an early appointment on the day I'm supposed to make my reservations.)

The phone lines open at 7:00 am and on-line starts at 6:00 am (all times are Eastern).

I was also told the same for the hours by Disney.....one even went so far as saying you can always try at 1201am et, you never know...
