Because it's what we do...I was playing around with booking a resort reservation for early June. Since I am logged in as an AP, and looking at AP resort rates, it gives me the option to add a dining plan, without tickets. But it is NOT giving me the option to book the new Dining + plan. Only the original 3 options.

I was only looking out of curiosity -- we don't use dining plans because we always save money without them -- but I thought that was interesting.

It's not available to AP holders or FL residents. If you want it, you have to book under public offers. I've not heard anything about when or if it'll be offered to AP or FL bookings.

I’ve never had the option to get dining plan with a room only booking (AP here as well so don’t need package)

I only see it when I book a stay with an AP-specific room discount. But I have had the option every time I have done that.

Me too. I've booked several trips with an AP discount and can add the dining plan every time. If you call to do it, they call it a ticketless package.
