Anything Special for Birthdays?

Last year we went to MK on my DS's 7th birthday, and we went to City Hall to get his birthday button, balloon and a few other things. I was wondering if any of the Universal Orlando parks do anything special for birthdays, like they did at the MK? If so, would you just go to Guest Services?
