Anyone use Disney for pipe and drape for reception?

We inquired about the pipe and drape for our reception at the Grand Floridian and was told that it "starts" at 10,000 and that Disney is the only one that can do the pipe and drape.. Something about the fire marshal having to approve it or something and said because of this no outside vendor can be brought in to do pipe and drape.. Just curious if anyone else has done pipe and drape and if the 10,000 starting price is accurate.. Thanks
