At a certain point they run risk of compliance issues with their sales contracts if they are listing benefits in the sales contracts they have no intent to provide. At that point they need to adjust their contract to remove that specific membership extra which no longer exist. At that time they then need to replace it not just remove it.
As someone brought up about length of stay tickets that's the potential they shift to long term if APs don't actually come back.
It would likely require WDW ending APs though not just putting sales on hold since
DVC can point to APs still being a thing just unavailable for new purchase.
In the end if they could simply remove without replacement there wouldn't be language about replacement and what constitutes acceptable replacement they simply would say they can remove and add as they see fit and leave it at that.
