Adding VB to a 2 Park AP

I bought 2 Park AP's in January and am heading there next week and want to add VB to our AP's. We were not allowed to buy 3 Park AP's in January or I would have. I have called 3 times and got 3 different answers so please help if you have experience here. I am arriving about 8pm and want to get in line early for VB the next morning. I was told I had to upgrade to the 3 Park AP in person only at the IOU or UO customer service desk. It could not be done over the phone and only at one of those 2 locations which will be open until 10pm the night I arrive (until park closing). I was also told I could also upgrade the passes for my whole family and they did not need to be with me. Does this sound right if anyone has done this? Thank you in advance, I do not want to waste time on my VB day running around figuring this out with my family.

yes. You are correct. You can do them all but only at the park.

I got my 2 park AP in a package, and when they opened up VB I called and upgraded over the phone. I don't know if getting it as part of a package makes it different. I'm also the only one with an AP in my family, everyone else has 3 park unlimited tickets (also part of the package). I booked our complete vacation through Universal, not a third party.
