Let me just add to all of this that I always rent a car. I do not take monorails nor do I take the dreaded Disney buses.
My position on this is one of communication and as a mother who remembers taking that break in the afternoon to bring babies back to nap, I find that the lack of communication could easily disrupt plans for families with young children. I can see me taking at 11:30 a.m. break. Could you work around it by walking, taking a bus, using the boat???...maybe but it was not what you paid for at a monorail hotel. And when the kid needs a break and you have to find alternative transportation to your 300 plus dollar per day resort, a simple e-mail saying the service is out of order and you may want to change plans or understand the situation seems to be a no brainer to me. I think Disney takes advantage of doing this type of thing and expecting (and getting ) repeat business time after time. Which is why my original statement to OP was ... yes, complain.
