If I get a high number, can I log off and try again--or will it still give me the same place in line, or will it just then kick me out totally from the lottery?

If you log in after 11am you will (in theory) be behind everyone who was there before 11am.

However, it's possible it may retain your queue id based on the membership number and you'll be exactly where you started.

I have a feeling there might be very messed up code in the tech behind it and that it is unpredictable if that is possible
