In the preschool that my DS went to at that age, they had a wonderful program.
They really had it down right.... They knew how to construct a daily schedule that included lot's of enriching activity, as well as downtime for the teachers and the kids. For example, they had a 'floater' who would make the rounds at lunchtime, setting up all the little kids lunches while the class was actually out on the playground, gym, music, etc.... So, lunchtime was not a nightmare free-for-all. Everything always ran smoothly, and the kids had lots of fun.
As a former preschool teacher, you are experienced, perhaps you could help your DH and the board, come up with some suggestions for improvement. (it would not have to be known that you were involved)
I do think that it is a good idea for your DH to meet with the board, and in a positive way, come up with a plan, questionaires, etc... because he wants the churches preschool program to be the best possible. (You know, without pointing any fingers)
PS: After hearing you mention that your DD plays preschool, and really gives-it-to her play preschoolers....
