I was there on June 1st 2009 and they did have them...And they are great!

When you check in, ask if they have any openings for the "flag family". You get to go up on the roof in the morning (7:30 ish) with one of the cast members and help them raise the flags. (I think they had four flags) Then you can take pictures, and you have a great view of the Magic Kingdom...

First off I want to say I agree with you 100%. The only reason I can think of is liability, maybe the CM didn't know the rules and honestly thought they would be allowed to fix it for you. Even if Disney sent it to a repair shop off property, they are still responsible.

You can price it out and see if it's cheaper to do it all yourself. check airline websites for the flight you want. check disney's site to see what the room would cost, and check out what the pass will cost you. I always find it cheaper to do this.
