Regarding the one transfer (in or out) per year limitation, is it clear whether the limitation is:

(1) one point transfer (in or out) occuring during a given use year [e.g., multiple transfers of 2007 UY points are allowed as long as each transfer occurrs during a different use year]; OR

(2) one transfer (in or out) of points that have a given use year, irrespective of the use year during which the transfer transaction(s) actually occur(s) [e.g., only one transfer of 2007 UY points ever, but multiple transfers are allowed during the same use year as long as each transfer transacts points from a different use year].

Based on my read of the POS language, I think (1) must be the proper interpretation. However, the way DVC seems to be tracking transfers on the DVCmember site suggests (at least to me) that (2) may be possible. Also, I recall some discussion on this board suggesting that the jury was still out on this question.

Is there a definitive answer?
 
I may not be clear regarding your question but ...

If you are in your 2006 Use Year right now (and that's the case for everyone except those with a February Use Year) you could still transfer 2006 points to another member and those points could then be banked by that member. You could then transfer 2007 Use Year points to someone once you are in your 2007 UY. If you have a September Use Year - you could not make another trannsfer until after September 1 - since you would have already made a transfer during your 2006 Use Year.

MS has, at times, allowed the transfer of 2007 points while still within the 2006 Use Year. Using the same example of a September Use Year, they might allow you to transfer points from your 2007 Use Year into another member's February, 2007 account. In that situation, you would still be able to transfer points again after September 1. More likely they'd allow another member to trabsfer their February, 2007 points into your September, 2007 account. You could then still make or accept another transfer after September 1.

It is always possible for MS to have a policy change or a rep who is unsure of what the system will actually allow and they may suggest that you cannot do something (or that you can do something).

Regardless , you would still be allowed only ONE transfer (in either direction) during a single Use Year.

In fact, another member was able to transfer 2007 use year (UY) points to my Oct UY contract. That transfer occurred in Nov 2006 (i.e., during my 2006 UY). Therefore, I should be able to make another transfer (even of 2007 UY points) beginning in Nov 2007, right?

I was unaware that there was any question about viability of transfers of next UY points. Is there some problem with that? ... or is it just more common for transfers to be of current UY points?

With an October Use Year, you should be able to make another transfer after October 1, 2007 and 2007 points can still be transferred even though you have already recieved some from that Use Year. The restriction is only limited to the dates of the actual transaction - not to the origin of the points themselves. If you had not yet participated in a transfer since October 1, 2006 - you would be able to do a transfer on September 29 and another on October 1(September 30 is on a Sunday - so MS would be closed).

At times, there have been reports of MS not allowing a transfer of points from the next Use Year - but as with many things, MS does seem to have some inconsistency in many of these matters depending on the experience/understanding of the CM.
