yet another....free dining question!!

I read somewhere that you can trade 2 table service meals for one signature meal while on the free dining plan. victoria and alberts is listed under signature dining. Does this apply? I've never been before and wanted to know the experts opinion if this place is as good as advertised or is someplace else better? thanks
