I'm travelling to the Netherlands on business tomorrow, and the travel advisory is higher there than in the US

These travel advisories have always been there, what specifically does it say about the Netherlands? Could be political situation, crime etc
I don’t think the US should have a higher warning than it currently has?
Edit - looked it up and it says for Netherlands:
Netherlands - Exercise a high degree of caution
Exercise a high degree of cautionin the Netherlands due to the elevated threat of terrorism.

yes, I've already received an email from Transat Travel (not to be confused with the airline Air Transit BTW!!) Giving a brief outline of what they now offer, it even includes quarantine costs as well as covering countries that are still at a level 3
Transat Travel COVID-19 Coverage
'The plan includes Trip Interruption Insurance for hotel and meal expenses, as well as a return flight if a medical professional requires you to quarantine or self-isolate due to a positive COVID-19 test result or contact tracing.'

Ok this stipulation is weird - so you'd have to visit a Dr and get a "note" if you tested positive? Why? You can't board a flight home, isn't that enough?
