Sorry for starting a new thread, I just know it's been a big question and I didn't want the answer to get lost. I emailed Disneyland directly to ask and they just called me back. The CM said that guests can absolutely dress up. She said that the official stance of Disney is that they are discouraging guests over 14 from wearing costumes, but that it's completely still okay if they do for the Halloween Parties only.
 
Hoping that you are right, but be aware that different CMs can give different answers. Someone else emailed and received an email response that said that Disney hadn't finalized their policy on this yet, but to wait until summer for more news. Until Disney gives their official word on this, I'd keep my fingers crossed, but wouldn't make any big decisions yet.
 
Agreed. I would expect they would have an official policy in place when they start selling the Halloween Party tickets.
 
My guess is the CM you spoke with was basing his/her answer on the policies published for the WDE Halloween Parties, where adult costumes weren't outright prohibited, but still discouraged. I do think this is encouraging for DLR's MHP, but we won't know for sure until they officially publish the guidelines (most likely when tickets go on sale in mid-summer).
