I would call the non-emergency number for your local police and let them know what was going on. It just might happen that a patrol car could be at the end of your road one morning.
If the school is anything like mine, they can't do a thing. There was a set of brothers whose grandmother lived across the road from the school. They would drive to their grandmother's house and park. Then walk across the street to the school. The school tried to stop them, but they couldn't do nothing because it wasn't being done on school property.
Could you get the school involved? They would know if he is legally old enough to drive and would probably be obligated to step in and get the facts.
