If you can get a hold of the 3/17/04 Wall Street Journal, on page D1 (the Personal Journal section) there is an article about how Discount Airlines choose new cities and airports to serve. You can probably get it on line thru your local public library, unless you happen to have a paper copy hanging around (as I do).
The article notes that Wash DC area is a likely a prime target for discounters in the near future (yeah you already have SWA flying out of BWIA, and are losing Song out of Dulles, but you might get some new options). Bad news for the Twin Cities tho; MSP apparently not in the discounters sights presently (Milwaukee might be in the cards tho). The numbers do apparently look good for SWA coming to Ft Meyers FL tho, as "a new terminal will open there next year, and it's the busiest travel city not currently served by Southwest, except for big airline hubs."
It was interesting to see what factors they consider.
