Our daycare did not shut down, due to the fact that many parents would have pitched a fit. We hear complaints for being closed on the 7 "holidays" that we get a year.
As for buzzer, it really is just a precaution in these days in time. I would not assume that something "has happened", I would look at it as "preventing something from happening".
Bottom line is, if your gut tells you it is not the right school for your child, you should look elsewhere.
