Wolfgang Puck "Dining Room" - on Dining Plan?

Is the Wolfgang Puck Dining Room on the dining plan as a signature meal, or not at all?

Note at the bottom it has "Disney Dining Plans are not accepted in the Dining Room". Deep sigh, wish it was

When we did the Platinum Plan, it was included. I don't know if it still is.
