Wishes Cruise - capacity?

I just called and there is a boat available for the night I want! The problem is there are 13 in our party (9 adults, 8 yr old, 2 - 2 yr olds, and 1 yr old), I was told max capacity of 12 (max 10 adults) . Does anybody know how strict they are on capacity, does the baby count as 1 person???
