What are the best times to do winnie the pooh in wdw???

first thing when they open, or get a fast pass. The line gets long quick here.

Do Fantasyland first, starting with Dumbo, if you plan to ride that. Then I would do it anytime after Dumbo. Do it as early as possible (same with Peter Pan) and you'll have no problem. That is, assuming you are arriving at MK when it opens.......otherwise, all bets are off, as far as lines go....

My daughter and I did Winnie the Pooh (and Dumbo, Cindy's Carrousel, and Small World twice!!!) last April right before the fireworks and there were no crowds. The bonus to this was that we caught our ride on Dumbo just as the fireworks were going off, and yes we did see Tinkerbell fly.
So I think that the hour or so before fireworks is a great time for Fantasyland.
Winnie the Pooh is a great ride.
