This is true assuming you have space, but 4 popcorn buckets, depending on shape and size would be difficult to fit in a bag.

I traveled in January and saw someone who used carabiner metal clips and clipped 2 popcorn buckets to their backpack they were wearing. Assuming it counted as just one personal item since flight attendants didn’t stop them or say anything when they put their bag in the overhead.
