I was taught that you stop so that you can see the bottom of the rear tires of the car in front of you. Of course, due to individual heights, this is just a "rule-of-thumb" (like "car lengths"). Presumably, this is to leave yourself an opening, should you look in your rearview mirror and see that the car behind you will not get stopped in time. The gap between you and the car in front of you may allow you to quickly exit to the shoulder or the median.
