Why is it that Social Security is expected to be 'in the black' when every other Social Service program out there is not held to the same standard?

I just read about how Obama is worried Social Security is running on a deficit when it occurred to me that no-one ever measures anything else. I mean I don't have statistics or anything but I can't imagine that every organization providing housing, medical assistance etc. out there has always been properly funded. If all the social service programs were properly funded the participants would be constantly booted off then re-accepted along with the economies highs and lows. This doesn't happen, at least I don't think it does.

PS_ I'm not saying the deficit isn't a problem... I was just wondering why so much attention is paid to SS
 
My take on it is this: You and I pay into Social Security with the assumption that our money will be there to take care of us when get older. The reality is that our money is already spent and we are relying on those younger than us to continue to support the program.
 
Good point, people probably focus on SS because it effects all of us, even if we won't be eligible for 30 years. Thanks for the thought.
