FL residents, like many other groups get, get the discounts because Disney says so. Same for CA and UK as well as GA, TX and TN in one way or another. Disney does this to encourage the groups they feel will help them out. For FL Residents, I'm sure it's to encourage continued visits throughout the year.

Just curious, Dean, what discounts do CA and UK and GA,TX and TN get that others don't. This is something I was not aware of.

There have been various discounts on tickets and/or rooms over the years from these states, there many have been others as I haven't followed as closely as some. CAN and UK have had special tickets or discounts. Many of the states have had room discounts aimed at them and a couple of ticket discounts come to mind for GA.
