Why doesn't Disney call ALL their pins "collectables?"

I've noticed that there is little interest (at least at our local Disney Store) in the latest series of pins. During the weeks the 100 Years of Dreams pins were being released, there were lines before the store opened each week, and the store sold out each week. So, why doesn't Disney make the current series "collectable?" In fact, to keep interest up (and sales,) why not make ALL their pins "collectable?"
Any opinions?
 
The 100 years of dreams were not collectable, nor are the 100 years of magic.

The gallery pins are "collectable."

One difference, from the guest's perspective, discounts apply or do not.

Disney Club discount does not apply to "collectables."
