Why can't I make more FP plans?

I know the answer is somewhere in the FP+ thread, but I can't sort it out! So please..

DH has annual pass, not activated yet.
I have a 10 day Hopper Pass, again, not yet activated.
We arrive on October 21 for 7 days off site, then 3 days on site.
We have FP+ reservations on 7 days, but can't made any additional FP+ reservations for DH.

When can I? On that day? Not ahead of time?

APs can only have FP+ made for 7 days in a 30 day period I believe

Thanks. I thought maybe since we had on site reservations, we could make them for those days too. We've got all of the attractions we really want, and it won't be "too" busy, I hope!

It's because of the combination off-site/on-site situation.
