I saved a few offers for the time frame of our vacation plans (May). I then ordered the customized maps. After you set them up and continue, you are given a screen to enter WDW vacation planning information. In the part that asks whether or not you need accommodations, I selected the "not sure" option. Two days later, I got the 35% - 40% PIN.
It is my belief that Disney is more likely to offer a discount if they think that it will make a difference in your decision making. This method has worked for me for years.
