If you want to have a view of the Arch, hmmm, I'm thinking. There are some hotels around--Adams Mark, Sheridan, ie. that have restaurants in them. I don't know how fancy, though. To be honest with you, I can't tell you the last time I was actually in the downtown area, even though I don't live far by highway. It's hard to explain if you're not familiar with St. Louis.
This is one complaint that St. Louisans have is that the "downtown" area is not like Chicago--where alot goes on at night. It seems like more stays open later in the evening in the suburbs. They are working on it, however.
If you take Hwy. 44 up to the Kingshighway exit or Hampton exit (where the zoo is), the Hill area where I was speaking of is not far at all--maybe 10 min. from the Arch by highway. You just won't be able to see the Arch.
Forest Park is another area you may want to consider--the zoo, Art Museum, there is a restaurant in the Park called the Boathouse which is kind of fun.
I'll keep thinking.
