OKW will likely be easier due to the lower points. But overall they should be pretty close. It's easier to rent out the destination resorts than either of the above.
Even though you tried to make a distinction in your initial question, you can see from the responses that it wasn't clear. You are getting conflicting answers because people are answering two different questions.
If you are asking, as an owner renting out points, which resort is easier to rent - I would say it doesn't matter. As an owner, it would be easier to rent reservations at your home resort (whatever that is) because you would have 11-month window availability and would therefore be able to rent farther in advance than other owners. That will be important if the renter is interested in certain resorts at certain times of the year.
At seven months, "points is points," and your ability to rent will be determined by availability at the resort your renter desires, not where you own points.
If you are asking as a non-owner, interested in renting points from an owner, SSR will be a little easier to get than OKW, especially on shorter notice. As more and more units come on-line at SSR, the difference will probably increase. Both resorts will be large - the attraction at OKW is larger unit size and lower points.
Most of the time, people rent points not hotels. However, if your booking a week and renting it that way, I would go with OKW. Most of the DVCers have stayed there before and love it. SSR is new and will get attention but OKW will fill up faster.
