Which first at rope-drop: Test Track or Frozen?

I know this is probably a common question, but I couldn't find a recent thread about it.

Epcot is the most recommended day on easywdw/crowd level 4.
Touringplans gives WDW a crowd level 7, with Epcot getting a 4.

It also may rain all day, so... assuming none of these rides close due to weather?

We currently have FP+ booked:
Mission Space 10:35
Soarin' 11:45
Spaceship Earth 1:50

Would you recommend TT or Frozen first, immediately followed by the other (or maybe A/E m&g...)? Single-rider TT is not an option.

We're then hopping to HS to catch some shows before dinner at Cape May Cafe in the evening, so end-of-day riding isn't an option also.

you can wait in every single line and you'll spend less time than waiting in just frozen. They actually don't let the line get into the middle of norway so there is even times where people are told to come back later to get into line because it's too full. It's epcots, rope drop, fastpass or jump in right at the end of the night (and missing illuminations because the ride line closes before it starts) or your going to be waiting no less than 2 hours to ride.

norway and (something else, forget which but want to say mexico) open at 9am now. it is a rope dropable ride.

Test Track can close in the rain. If it's not raining at rope drop, and you'll be heartbroken if you won't be able to ride TT later in the day if it does start raining, I would ride that first. If you'd be able to survive without TT, definitely go to FEA first.

Wow! I thought I had read that the Frozen waits were not as bad as people expected--I should have just googled for the wait times. Touringplans gives it a 26 minute wait first thing. We may skip it this visit!

I'd try to get a pre-park opening for the princess breakfast in Norway - eat and be first in line before the rope drop crowd comes back.

From my experience, TT is often down in the morning (again, just what I've noticed on our trips to Epcot). If riding both TT and FEA are a must do for this trip, I'd hit FEA first and try to get an earlier 3rd FP then you might be able to get TT as a 4th FP. Or, do the opposite: TT first thing and hit FEA either at mealtime or late afternoon.

We were there last week and our Epcot morning went like this: 8:00 breakfast at the Garden Grill (best character meal on property IMO), finished bfast at 8:45 went directly to Soarin'. Rode Soarin' twice, first time was a walk on, next time was a 10 minute wait. FP for Imagination ("throwaway" FP) at 9:30, Test Track FP at 10:30, then did Mission Space walk on, did Under the Seas walk on, FP for Character greet with 10 friends at 12:30 (we coordinated our FP time), then lunch and were caught in a monsoon, finally went back to Frozen Ever After and waited. The standby time said 40 minutes, it was probably correct. We ended up at FEA around 4. By the time we were on the ride at 4:45/5 the standby wait had dropped to about 20 minutes.

I'm actually going to say the opposite, based on our experiences in June/July, as well as all previous experience with TT. The standby line for TT fills up really fast. This is especially true on a day when people know for sure it's going to rain, which means the ride will close at some point. If you don't get in standby for TT in the first 20 minutes of opening, it's going to be a very long wait. TT also moves people through slower, IMO (don't have the numbers to show it, but it's my feeling). We rode FEA on July 1st or 2nd, and didn't get in line until 9:45am. MDE posted it at a 70 minute wait, but the Lines app said something like 35, so we decided to try. We only waited 27 minutes. There weren't a ton of FP+ coming through at that time of morning, so it was all standby.

I would actually consider switching your Soarin' FP+ for a TT FP+. The TT line builds fast and, with the 3rd theater, the Soarin' wait times aren't as bad anymore. Plus there are some interactive things to do in the Soarin' line. I would rope drop FEA, head over to Soarin' for standby and then do your FP rides. Or consider a PPO breakfast at Garden Grill or Akershus to get into the Soarin' or FEA line first thing when the park opens.
