I see several mentioning areas that are closer to their homes. I think perhaps as DVC ages (we're coming up on 20 years) that people WILL be wanting to expand a bit beyond the parks. I think we already see that happening with both HHI and VB getting more use now than they did in the past. Certainly Hawaii is generating a LOT of discussion, even though it remains to be seen if people will really want to buy there enough to make it a profitable venture.
I think Jim had a GREAT suggestion in making DVC owners "real" members of the exchange company (be it RCI or II). That would make the exchange portion of our ownership as flexible as our home resort ownership....a win win in my book. One of the reasons we don't exchange is because it's such a crap shoot.
Disney is building a resort at National Harbor, but AFAIK there has been no talk of DVC other than speculation on these boards.
Selfishly, I say somewhere in the Mid-Atlantic. I think Williamsburg would be a good choice. I'd also like to see them revisit the Disney America idea and I think Williamsburg would be a perfect place, though I don't think it will ever happen, unless Disney buys Busch Gardens and completely guts it.

We stayed for a week last Summer in Radium Hot Springs and absolutely loved it. We stayed at Bighorn Meadows (traded out part of my in-laws Marriott Silver Season lock-off) in a 2 Bdrm, and quite honestly, I think that it was nicer than many Marriott's that I've stayed in. Years ago, we booked RCI Getaway weeks into Canmore, BC. Canmore is a cute little town just outside Banff Park gates and often used by filming crews. We loved it! Spent 10 days exploring Banff, Lake Louise, Radium Hot Springs, and Panorama. We were there in winter enjoying snow shoeing, ice walking, snowmobiling, both downhill and cross-country skiing and soaking in the hot springs. What a really great area!
Worldmark has a new'ish resort in that area -- you might want to give it a try?
